Health insurance companies fell sharply after the Trump administration proposed to keep Medicare Advantage rates flat in 2027.
The Centers for Medicare and Medicaid proposed to raise insurance rates 0.09% in 2027, sharply lower than the 4% estimated by several analysts.
UnitedHealth Group, Humana, CVS Health, Molina Healthcare, Centene, and Elevance Health dropped between 5% and 14%.
Separately, UnitedHealth reported weaker-than-expected fourth-quarter results and issued a softer guidance for the current quarter.
Revenue increased to $113.2 billion from $100.8 billion, net income attributable to shareholders fell to $10 million from $5.5 million, and diluted earnings per share dropped to 1 cent from $5.98 a year ago.
The company's performance in the fourth quarter was negatively impacted by costs related to cyber attacks ($799 million), restructuring and other charges ($2.5 billion), and gains from portfolio divestiture ($442 million).
The net negative impact on the quarterly net earnings was $1.6 billion or $1.78 billion.

Total revenue in the quarter was $100.81 billion, and adjusted earnings per share were $6.81.
The annual medical cost ratio, the percentage of collected premiums spent on medical care costs, increased to 85.5% from 83.2% in 2023.
The company reaffirmed its annual earnings per share in 2025 between $29.50 and $30.0, confirming its previous estimate released in December.

UnitedHealth Group declined 9.1% to $549.99 after the health insurer reported higher-than-expected medical costs.
Revenue in the third quarter increased to $100.8 billion from $92.4 billion, net income attributable to shareholders advanced to $6.1 billion from $5.8 billion, and diluted earnings per share rose to $7.15 from $6.56 a year ago.
Medical costs jumped to $66 billion from $59.6 billion, and total operating costs rose to $92.1 billion from $83.8 billion a year ago.
The company lowered its full-year net income per share outlook to between $15.50 and $15.75.

UnitedHealth Group rose 5.6% to $544.54 after the health insurance company reported better-than-expected quarterly results.
Revenue in the second quarter increased to $98.9 billion from $92.9 billion, net income fell to $4.4 billion from $5.5 billion, and diluted earnings per share advanced to $4.54 from $5.82 a year ago.
The company adjusted its full-year earnings per share outlook to between $15.95 and $16.40, reflecting the sale of its remaining stake in its South African unit. The company also completed the sale of its large Brazilian operations in the first quarter.

The insurance company lifted its adjusted annual earnings estimate to between $24.70 and $25.0 from the previous estimate between $24.0 and $25.0.
